It’s from a surreal movie Love Me If You Dare (need to find the french title) To be honest, quite silly.
It’s derived from “Capable ou pas capable”. I heard it’s said as Cap-ou Pas Cap.
I guess Cap Pas Cap only makes interesting sense in this form ie French.
